Ian Miller says that under LGR a ‘continuing’ county council would be required to have open competition for its head of paid service 'but there is a grave risk that other senior roles such as the section 151 officer and monitoring officer would be filled without competition'.
The second tranche of reorganisation proposals after Surrey's landed in Whitehall last month, is to be joined by a larger bundle at the end of November.
A couple of East Sussex districts also broke ranks: there will now be competing proposals everywhere.
