Vinci and Meridiam Infrastructure have jointly appointed outsourcing group Mouchel as the independent certifier for its highways PFI contract with the Isle of Wight Council.
As independent certifier, Mouchel will assess the work undertaken during the initial, seven-year, core investment period, and be responsible for issuing completion certificates when contractual obligations have been met
