Outgoing chairman of the ~Central Buying Consortium~ (CBC), ~Dave Wheller~ has claimed savings are being lost through ‘territorial infighting'. Mr Wheller told the CBC's annual conference that procurement in local government had led to ‘duplication of effort, reinventing wheels and territorial infighting'.
