Mayor of London, Ken Livingstone, is to appeal against a High Court decision to allow West London Waste Authority to invite tenders for a contract to incinerate refuse. ‘We have a strong regional policy supporting recycling and this decision means the amount of London's rubbish sent to incineration will go up from 20% to 36%. ‘If it stands it send out the wrong signal to other waste authorities,' said Mr Livingstone
