Mayor of London Ken Livingstone has been invited to a lesson on money management by Westminster City Council. Westminster has revealed a zero per cent change in council tax for its 256,000 residents compared to an increase of nearly two per cent in the mayor's budget for 2008-09, equivalent to almost £310 for a Band D property from April. The council has called for the mayor's tax precept to be billed separately from London boroughs' council tax bill, giving residents more transparency over how much they pay and to whom.
