Kent CC's under-fire £5m Big Society fund will be operational by the end of the year, with officers hoping to make a profit on the cash pot as well as encouraging local enterprise, The MJ has learned.
The council has not spent any of the £5m in the fund since it was set up eight months ago, despite controversially increasing local care charges to save £3m.
