Localism is at risk of failure unless the Government can utilise housing associations to meet local needs, a ResPublica report warns.
The think-tank claims Whitehall should be using housing associations to deliver local needs and fulfil a wider social role. Ministers must also clarify what their vision of localism means to help this process.
