Local Government Association (LGA) chief executive Joanna Killian has spoken of ‘tensions' between councils and Integrated Care Boards (ICB) amid changes to the NHS.

It comes after ICBs were asked in March to make cuts of 50% by the end of this year to improve efficiency.
