Knowsley has grappled with health inequalities and complex social challenges. Now, through its ambitious ‘One Council’ approach – focused on early intervention and prevention – the borough is turning the tide with a bold strategy, helping residents regain independence and rebuild their lives with personalised, proactive support, says Sarah Smith.

As anyone working in local government knows, delivering truly effective adult social care is a complex task for many reasons. The stakes are high if we fall short and stretching limited resources across vital services is a daily challenge.

Knowsley faces even greater hurdles than most. As the third most deprived borough in England, the area struggles with pronounced health inequalities and significant levels of need. Austerity measures hit us hard, cutting government funding by £100m and, like all councils, we saw demand soar during the pandemic.
