Social care tax rises are set to be a big battleground for the next election after Prime Minister Andy Burnham announced his intention to move to a universal care model.
Speaking to the BBC's Laura Kuenssberg as Labour's conference opened in Liverpool, the PM said he would put care on a par with the National Health Service, making it free at the point of use.
