Shadow local government secretary, Hilary Benn, is expected to hint at a highly-localised Labour policy on local government, should his party win the next election.

Mr Benn is due to address the annual Labour Party conference later today (4 October), and is likely to point to innovative schemes and policies already administered by Labour councils as evidence of the difference his party could offer.
