City of York Council's chief executive is to lobby the environment secretary over ‘crippling' landfill tax charges. It follows a cross-party motion requesting Bill McCarthy to raise concerns with DEFRA that the Government had made no commitment to returning landfill tax revenues to councils to help them deliver new and improved recycling services.
