A landmark ruling by the Public Services Ombudsman could mean councils in Scotland are ordered to scrap waiting lists for free personal care for the elderly. Argyll and Bute Council was criticised by Professor Alice Brown for refusing to pay the care home costs of a 90-year-old man between February and June, and ordered to reimburse him. The council had claimed it did not have sufficient funds to pay for the care until June.
