Urban councils are expecting a ‘perverse' late change to proposed funding reform they fear would cost them hundreds of millions of pounds.

Labour chair of the Special Interest Group of Municipal Authorities (SIGOMA), Sir Stephen Houghton, had described the Government's fair funding review as a ‘crucial opportunity to fix the broken funding system'.
