LBC launches war on waste Harrow LBC is getting tough on waste with the introduction of compulsory recycling, and a weekly organic waste collection from 3 July. The changes are part of the council’s strategy to boost recycling in the borough in a bid to meet tough government targets. Last year, the council recycled 26.7% of the borough’s waste. This year it has to reach a target of 30%.
