Three London boroughs have confirmed ambitious plans to share all major services and create a ‘super council'.

Hammersmith and Fulham LBC, Westminster City Council, and Kensington and Chelsea RBC have set up working groups to look at merging children's services, environmental services, adult social care and corporate services, all possibly under a single chief executive.
