Council leaders have hit out at the Government's plans to push directly-elected mayors on to England's 12 largest cities.

The Government had promised not to introduce directly-elected mayors without a referendum, but under plans in the Localism Bill, leaders will be made ‘shadow mayors' before councils go to the polls – a move which is being interpreted as forcing leaders into the new system.
