Council leaders have urged ministers to set up an emergency fund to cover the costs of road repairs arising from this year's floods and persistent wet weather.

Although ministers have previously announced the Bellwin Scheme – a source of emergency financial relief for councils – would pay out a higher proportion of authorities' immediate spending needs, cash for road repairs is generally excluded from floods settlements because it is classed as capital spending.
