Councils have had different degrees of success in delivering cost savings. Different authorities have taken varying approaches, from traditional value-for-money exercises to attempting radical transformation and extensive outsourcing. 

The success of Enfield LBC's Leaner programme has been based on delivering radical change within the organisation, led by the council itself, so that skills and efficiency methods developed are retained in the long term, and continue to add benefit and value. 

Enfield has taken an innovative approach that is yielding considerable success. Our in-house change team has already identified more than 30 areas of service improvement, and has already delivered savings to pay for the life of the three-year programme, with a further £20m in the pipeline.
