Winner: Birmingham City Council

The council's legal services team has been able to tackle offenders such as gangs, aggressive beggars and illegal money-lenders where the Crown Prosecution Service was unable to do so by applying to the courts for civil orders. As a result it has sent out a clear message to criminals and offered an example to other local authorities.
