The Information Commissioner has revealed that only 6% of public bodies have used a legal loophole to turn down malicious requests under the Freedom of Information Act. A spokesman for the commission said councils or other public bodies could use section 14 of the Act to turn down requests which were deemed to be vexatious but there was little evidence it was being used.
