Small can often be beautiful, and in the view of the Welsh Government and the country's councils, Wales' size is an asset when it comes to developing their relationship.

The recent Welsh Local Government Association (WLGA) conference in Llandudno encapsulated the strengthening of this central/local relationship with the signing of a new strategic partnership agreement.
