The Local Government Association (LGA) has published a 10-point plan calling on councils to be given powers to diversify their local tax base and introduce new charges and incentives.

In its final submission to the Local Government Resources Review (LGRR) consultation, the LGA states: ‘Business rates are just one component of the funding mix for councils. True localisation would allow councils to diversify their local tax base and develop the package of taxes, charges and incentives that are right for their areas.
