Local government's use of controversial ‘off payroll' arrangements to pay staff is not ‘systemic or endemic', the chief executive of the LGA has told MPs.

Addressing the Public Accounts Committee on 16 July, Carolyn Downs said that a hasty review of senior staff use of personal service companies (PSCs) had unearthed just 13 examples across councils operating within seven of the LGA's nine regions of England and Wales.
