Council chiefs have claimed more powers should be given to local authorities to ensure housing developments are 'kick-started' when Section 106 agreements are renegotiated.

A clause in the Growth and Infrastructure Bill currently before parliament allows the affordable housing element of S106 to be renegotiated downwards as part of a drive to ensure developments get off the ground following the recession.
