Council spending on home to school transport for children with special educational needs and disabilities (SEND) could reach nearly £2bn this year, the Local Government Association (LGA) has estimated.
The LGA's Amanda Hopgood said: ‘Because we're able to diagnose so much better and we're able to identify children who require extra assistance we've ended up with this situation without having the tools and facilities to be able to accommodate children in mainstream school.'
