If plans to internally reorganise the Local Government Association were about as popular as the Grinch before Christmas, now that the detail is out, they are about as welcome as a dose of flu amid Storm Goretti.
It is understandable as staff inside the organisation are seeing their roles downgraded and their pay cut – although it is set to be pay-protected for the first year.
