When Mark Fowler stepped into the role of chief executive at Luton Council, he did so after more than three decades in local government and a career shaped by the sharp end of public service.
‘My first job was as a community charge officer,' he tells The MJ. ‘Week one, it was poll tax riots for me… a baptism of fire.'
