Local taxation should be overhauled to become fairer and more transparent, according to the Liberal Democrats. The council tax system should either be replaced or revaluation introduced, Liberal Democrat spokeswoman, Julia Goldsworthy, told the CCN conference. She said: ‘Council tax is regressive, and it's difficult for councils to show where it's being spent. ‘We need to flip the current balance so councils raise 75% of the revenue rather than the other way round. ‘We should replace it with a local income tax.' Ms Goldsworthy also criticised the Government's housing programme for having delivered little in real terms, despite policy launches. She said: ‘We've had a lot of announcements but little evidence on the ground.'
