Health secretary, Andrew Lansley, has visited Buckinghamshire CC as part of the Government's listening exercise.
Buckingham CC is one of 134 early implementers, having set up a shadow health and wellbeing board in May, acting in an advisory capacity until it becomes a statutory board in 2013, following legislation.
