Public investment for a new cruise terminal in Liverpool meets EU state aid rules, the European Commission has claimed, following a complaint over the cash. 

The commission launched an investigation into the Liverpool City Council project in 2011. It found the public funding was limited to the minimum amount of money to make the investment possible.
