Former London mayor, Ken Livingstone, has launched a year-long campaign to consult the capital's residents, as he prepares to battle Boris Johnson in 2012 – but warned the tough economic climate could mean very little spending beyond next year's vote.
Mr Livingstone told The MJ a core focus of his fourth campaign as Labour's mayoral candidate would be to develop a long-term plan for London's growth which dovetailed with the day-to-day concerns of the capital's residents.
