Localism agenda 'hampered' by Whitehall interference

The think-tank Reform,says attempts to exert control of sub-national issues from Whitehall could hinder the localism agenda.

Repeated attempts to exercise control of sub-national issues from Whitehall have ‘undermined' positive steps to advance the localism agenda, the influential think-tank, Reform, has claimed.

Reform last week issued a scorecard measuring how individual Whitehall departments were delivering on the coalition's pledges to make public services more accountable and deliver value for money.
