Coalition ambitions for localism, decentralisation and the Big Society will fail unless the Government can rapidly develop and put into place a comprehensive programme of cross-departmental Whitehall reform, an influential Commons committee has warned.

A report issued by the public administration select committee (PASC) entitled Change in government: The agenda for leadership argued PM David Cameron's frustration with ‘bureaucrats in government departments' he termed ‘enemies of enterprise' was warranted, given the civil service's continued risk-averse culture, lack of specialists and ‘silo' mentality.
