The directly-elected mayor of Hackney, Jules Pipe, has warned the London borough will be forced to incur its £4m cost of council tax benefit (CTB) localisation from April 2013.

Hackney LBC is likely to be the first of many authorities to publicly warn that it will not be able to deliver the related 10% cut to CTB budgets through back-office savings, once ministers hand complete control of the benefit to localities.
