It would appear spending a penny has landed some Scottish councillors in hot water after a committee chairman has limited the number of times they can visit the toilet during meetings.
Far from taking the proverbial, Cllr Jock Houston, the planning chairman at Scottish Borders Council, has limited trips to the ‘little boys' room' to set times during meetings, after becoming exasperated with councillors having to repeatedly answer the call of nature.
