The English Devolution and Community Empowerment Bill will shift a small but significant amount of power back where it belongs – into the hands of local leaders across England.

The UK is the most centralised major economy. Just 5% of tax is locally or regionally controlled, compared with 13% in also-centralised France and 31% in Germany.
