East Lothian Council has been criticised by the Accounts Commission for having made limited progress in establishing best value. The council, which was at the centre of a row over paying off its chief executive, was ordered to ‘address the major issues it faces'. The council was told to ensure open and transparent decision-making and create more robust and effective scrutiny arrangements.
