Clackmannanshire Council faces significant challenges towards achieving best value, according to a new report from the Accounts Commission for Scotland. The report said there needed to be more effective leadership by elected members, and the development of a human resources strategy. ‘It is vital that it now places the highest priority on more joint working, sharing management and service delivery arrangements with others, particularly other councils,' said the commission's deputy chair, Isabelle Low.
