Making the shift

As the sector gears up for a new wave of unitarisation, Christine Marshall reflects on the move from districts to a unitary council as executive director for corporate services and section 151 officer.

When I saw the executive director and section 151 officer post with Peterborough City Council advertised it was ideal timing. This was a role I had been looking at for some time, plus I live on the patch and it is a city I care about and have a real connection with. It is where I started my career as a junior clerk in 1984 and it was the council that put me through my professional Chartered Institute of Public Finance and Accountancy training at the start of my local government journey.

Having gained a wealth of experience with my previous authorities, including two London boroughs, in roles where I have been s151, monitoring officer and deputy chief executive, and having managed plenty of complexity particularly when acting as a shared officer over multiple councils, I felt that the time was right to step into that unitary space at a more senior level.
