The 10 councils represented by the Association of Greater Manchester Authorities have voted for a referendum on the proposed £3bn transport package, part paid for by a peak-time congestion charge in the city. The referendum will not affect the public consultation process already underway. The referendum will be held in December and it is the first to be held in the city since 1975.
