The senior civil servants' trade union has rounded on ministers for treating mandarins' pay as a ‘political football' – following a media furore over performance bonuses and tax arrangements.

Following revelations that Ed Lester, chief executive of the Student Loans Company, had reduced his income tax liabilities through payments to a private firm, a Treasury-led review is currently investigating the situation for around 4,000 senior Whitehall employees.
