Under the plans from London Councils, boroughs could take responsibility for a range of services, including neighbourhood policing, PCT services and Jobcentre plus.

London Councils chairman, Cllr Merrick Cockell, told The MJ: ‘It's a strong offering for an incoming government and shows London, the biggest region, wants to push further.'

The shadow Cabinet has been aware of the report, which Cllr Cockell, leader of Kensington and Chelsea RLBC, said was also ‘firmly in line' with the Conservative Green Paper proposals on local government.
