It will be ‘challenging' for communities to see council tax ‘maxing out' as the Government pledges to keep income tax low, finance expert Owen Mapley has said.

The chief executive of the Chartered Institute of Public Finance and Accountancy (CIPFA) said the failure to address council tax reform may be ‘frustrating' for some in local government, but was ‘understandable'.
