The mayor of Torbay Council has called all for the local authorities in Devon to be abolished and replaced with a unitary authority.

The mayor of Torbay Council has called all for the local authorities in Devon to be abolished and replaced with a unitary authority.

Gordon Oliver said the creation of a single council in neighbouring Cornwall had led to large savings for taxpayers.
