Council leaders have claimed millions of households risk being uninsured against flooding, if the insurance industry loses confidence in investment in the nation's flood defences.

The Local Government Association has underlined the importance of continued investment in flood management in the face of an unprecedented squeeze on public spending, and has called for a simplification of funding so councils can prioritise local investment.
