Local government minister Baroness Taylor of Stevenage has claimed devolution is ‘now established as the default position'.

Speaking at the Local Government Association's annual conference, Baroness Taylor suggested Labour had ‘taken steps to deepen devolution, not just expand it' and had completed devolution in the North'.
