Devolution is failing to capture the public's imagination because councils and central government are not flagging up the benefits to residents, communities minister Miatta Fahnbulleh told council leaders yesterday.
Describing councils as the ‘bedrock' of devolution, she told the Local Government Association's (LGA) public service reform and innovation committee: ‘Devolution still feels like the world of the policy wonk rather than something that's captured the hearts and minds of the country.'
