Minister pledges to axe 'off payroll' deals

Chief secretary to the Treasury, Danny Alexander, has told MPs councils need to justify any off-payroll arrangements for employees.

Councils need to justify any off-payroll arrangements which allow employees to avoid income tax and national insurance, chief secretary to the Treasury, Danny Alexander, has told MPs.

In a statement to the Commons, Mr Alexander promised all government departments would stop hiring people ‘off-payroll' unless there were exceptional, temporary circumstances ‘where there is no available civil service expertise'.
