Wales' First Minister has said England looks on ‘with envy' at Cardiff's relationship with councils as she signed a landmark partnership agreement with councils.

The strategic partnership agreement between the Welsh Government and the country's 22 councils pledges the two tiers to work together to tackle ‘shared challenges'.
